The publicat ion reviews all materials submitted to t he editorial office that correspond to i ts subject matter, for the purpose of th eir expert evaluation. Articles are revi ewed without fail by members of the edit orial board of the journal, who are reco gnized experts on the subject of peer-re viewed materials and have had publicatio ns on the subject of the reviewed articl e for the last 3 years.A member of the e ditorial board who is the scientific sup ervisor of the author or an employee of the department in which the author works cannot act as a reviewer.The main purpo se of the review is to provide the edito rial board with reasoned information for making a decision on the publication of the material. A positive review should contain recommendations to the authors t o improve the article. A negative review should point out to the authors the wea knesses of the manuscript so that the au thors whose work was rejected understand what the decision was based on.The edit orial board, in case of acceptance or re fusal of the article for publication, in forms the authors of the decision of the editorial board
